The primary calendar is the story nobody wants

Every cycle, the country discovers that primaries have rules. Filing deadlines pass. A name is not on a ballot. Then the clip machine asks why nobody knew. Somebody knew. They work in a board of elections office and they posted it on a website that looks like 2009.
